The invention discloses a system and method for providing a preferential service to a mobile terminal. The method comprises the steps of selecting one or more preferential cells for a user in a cell covered by a service area registered by the user according to the frequency of using each cell as an endpoint cell in a cell switching process of the user, wherein the endpoint cell is a source cell or a target cell in the cell switching process; and obtaining the preferential cell of the user from a preferential cell calculating platform and providing a preferential charging to the service registered by the user while the user is within the preferential cell.
