The method comprises the following steps of: a, clearing organic substances in the building wastes; b, crushing the organic substance cleared building wastes into a fine aggregate of primary or secondary powdery granules; c, adding a condensing material into the fine aggregate, and stirring uniformly; d, adding 0.018 mass percent of water stabilizing agent into the materials of the step c, and mixing to form a mixture; and e, performing cold pressing molding on the mixture prepared in the step d to form a grounding finished material or a road engineering material.
