The intelligent cost control electric energy meter is characterized in that the intelligent cost control electric energy meter takes a single-chip microcomputer system integrating a hardware clock as a basis; the single-chip microcomputer system integrating the hardware clock comprises a single-chip microcomputer integrating the hardware clock, a crystal oscillator and a temperature compensation circuit; and the crystal oscillator is connected with the single-chip microcomputer integrating the hardware clock, and the temperature compensation circuit is connected with the single-chip microcomputer integrating the hardware clock. The clock calibration method comprises the steps of calculating a temperature-frequency error curve equation of the intelligent cost control electric energy meter according to a plurality of groups of measured temperature and frequency error corresponding values, and using the single-chip microcomputer of the intelligent cost control electric energy meter to perform clock frequency regulation according to frequency error. The intelligent cost control electric energy meter provided by the invention takes the single-chip microcomputer system integrating the hardware clock as the basis, the external crystal oscillator is taken as reference frequency of the internal hardware clock, different temperature points are compensated according to the temperature and frequency properties of the crystal oscillator, and the internal hardware clock single-chip microcomputer adopting software compensation can not only meet the requirements on precision in a full-temperature range and realize high reliability, but also reduce the cost.
