The invention discloses an inter-communication system (ICS) system and a communication method and a communication device based on the same. The ICS system mainly comprises a mobile switching center (MSC) group; the MSC group comprises at least one visited mobile switching center (VMSC) and an emergency mobile switching center (EMSC); and the VMSC is used for communicating with an information management system (IMS) network through the EMSC contained in the MSC group. After the technical scheme is adopted, the VMSC can communicates with the IMS network through the EMSC contained in the MSC group by setting the MSC group which comprises at least one VMSC and one EMSC. Compared with the prior art, each VMSC in a communication system (CS) network does not need to be upgraded into EMSC, so that the number of the VMSC to be upgraded is reduced based on the ensured normal communication, the efficiency in realizing the ICS system is improved, and system resources are saved.
