The clean air distributing device comprises a clean air generating system and a clean air delivery system, wherein the clean air generating system is used for generating clean air andstoring the same and comprises an air compressor, an oil-water separator for purifying air and an air storage tank; the clean air delivery system is used for filtering, pressure reduction and delivery of the air and comprises a main control pipeline and two auxiliary control pipelines. The clean air distributing method includes: air compressed by the air compressor is purified by the oil water separator and stored in the air storage tank, then is delivered to the main control pipeline, is delivered to the two auxiliary control pipelines under control of the main control pipeline, and is finally delivered to the vacuum plume effect testing system in testing.
