The rotary positioning device comprises a bottom plate, a fixed mount, a movable mount and a spring, wherein the upper part of the bottom plate is provided with a bottom stand column; the fixed mount is fixedly connected with the bottom plate; the upper part of the fixed mount is provided with a through hole for exciting light to pass through; the upper part of the movable mount is provided with a roller for driving a sample to be tested to rotate while the lower part of the movable mount is provided with a sleeve matched with the bottom stand column; the sleeve is sleeved on the bottom stand column; a positioning nut is arranged on the outer side of the sleeve; and the spring is sleeved outside the sleeve and arranged between the bottom plate and the positioning nut.
