The invention relates to a method for manufacturing safe toughened vacuum glassm comprising the following steps of: (1) placing two ultrahigh-stress glass plates each provided with an air exhaust slot and having a stress value of 100-200 MPa on a platform, and cutting the glass plates to form the air exhaust slots; (2) arranging a support on the lower glass plate, placing a getter thereon, and arranging exhaust tubes in the air exhaust slots; (3) applying glass powder to the edges of the four sides of the lower glass plate, wherein the applied glass powder is less than 2 cm away from the edges; and putting the upper glass plate on the lower glass plate for combination; (4) delivering the combined two glass plates into a furnace, heating the glass plate to a range of 380 to 485 DEG C, and preserving heat for 25-35 minutes; and (5) performing vacuum supply when the temperature in the furnace ranges from 280 to 320 DEG C; and performing hot melting sealing when the value of negative pressure in the cavity of the glass reaches 10-1 to 10-2 Pa, thereby obtaining the toughened vacuum glass with the stress value of 85-95 MPa.
