The construction method includes the steps of measuring and positioning to determine a center of the reinforced concrete cast-in-place pile; sinking a steel sleeve to a certain depth by vibration sinking, using a rotary-drilling piling machine to drill a hole in the steel sleeve, and injecting clear water into the steel sleeve; hoisting a reinforcement cage into the steel sleeve; hoisting a concrete guide tube into the steel sleeve; casting concrete to form a reinforced concrete cast-in-place pile with top elevation meeting the design requirements; pulling out the steel sleeve by vibration process; and inspecting quality of the formed reinforced concrete cast-in-place pile. The construction method is simple and easy to operate, high in construction efficiency, safe and reliable. Construction cost is lowered greatly, work efficiency is improved, and human, material and financial resources are saved. A mud settling sump is not needed, and environmental pollution is reduced. The construction method is quite applicable to construction environments such as soft foundations, regions with abundant underwater and the like.
