The method comprises: aiming at each terminal monitored by a console in an enterprise Intranet, a terminal browser intercepting a webpage request thereof; sending URL information corresponding to the webpage request to the console; the console judging whether the URL information is allowed to be accessed or not according to a URL information library; and according to the judgment result to the URL information returned by the console, determining to stop intercepting the webpage request, allowing the webpage request to access a corresponding website, or determining to cancel the webpage request. By means of the present invention, a corresponding software system can be installed based on the original system of a closed network, namely the restriction of webpage access can be achieved without purchasing any hardware device such as a hardware firewall, etc., thereby saving on hardware costs.
