In a scouring environment, changes of water flow can drive the inclined angle type scouring sensor to shake, measured inclined angle data change constantly, the state of soil mass is relatively stable, and the measured inclined angle data of the inclined angle type scouring sensor in soil almost do not change. A plurality of inclined angle type scouring sensors are mounted on different depth positions in the same place respectively according to certain intervals, and inclined angle data measured by the sensors are used for distinguishing a water body and the soil mass to determine the position of a mud surface. The position of the mud surface is judged by means of rangeability and frequency of the inclined angle data, and thus the method is not disturbed by temperature variation and other factors.
