The method comprises the following steps: after a pan-tilt control unit of front-end equipment receives a pan-tilt control request sent by a user through a terminal, local cache is looked up for authentication of the pan-tilt control request; and if authentication passes, the pan-tilt is operated according to the pan-tilt control request, and an operation result is returned to the terminal. The invention also provides a video monitoring system. According to the invention, the pan-tilt control request can be directly sent to the front-end equipment without authentication by a video monitoring platform. Thus, pan-tilt control delay in video monitoring is minimized.
