The invention discloses a speed measuring meter and a speed measuring device in a car crash experiment. The speed measuring meter comprises a first laser emitter (20), a first laser receiver (21), a second laser emitter (30), a second laser receiver (31), a signal processor (40) and a mounting frame (50). The first laser receiver (21) is arranged correspondingly to the first laser emitter (20), and the second laser receiver (31) is arranged correspondingly to the second laser emitter (30). The mounting frame (50) comprises a first mounting portion (51), a second mounting portion (53), a connecting portion (52) and a channel. The channel is used for allowing a retaining plate to pass. The retaining plate is used for sequentially shielding light beams emitted by the first laser emitter (20) and the second laser emitter (30) during moving. The signal processor measures the time for a car to pass the distance between two sets of lasers according to on and off of the two sets of light beams and measures speed of the car according to the distance and the time. The speed measuring meter is few in members and simple to mount, the signal processor can acquire the speed of the car directly, and simplicity and practicability are realized.
