A phosphating agent respectively comprises the following components in percentage by weight: 5-35% of H3PO4.2H2O, 5-30% of M(H2PO4)n. xH2O, 5-15% of Na2O.mSiO2, 0.5-2% of KT1 and the balance of H2O. A dual-bath and multi-bath process is adopted in emission of the process for realizing zero-emission. The process comprises the following steps: (1) replenishing a new solution with the density of 1.15-1.25, which is consumed by a workpiece; (2) enabling the workpiece to bring a bath solution with the density of 1.15-1.25 into a bath with the density of 1.05-1.10 to increase the density of the bath solution; (3) appropriately adding water for dilution to keep the density of the bath solution of 1.05-1.10 unchanged; and (4) replenishing, diluting and adjusting the bath solution in the bath of 1.15-1.25, which is consumed by the workpiece and has the density increased by evaporation, by using the bath solution of 1.05-1.10.
