The inspection robot is connected with the center management platform by the first communication unit; and the firefighting robot is connected with the central management platform by the second communication platform. The center management platform determines whether a fire disaster exists according to gas information and image information based on analyzing and monitoring, so that real-time monitoring by the staff is not required.
