A circular buffer area is built and used for storing all RTP data packets, when packet losses occur in the client, lost packets which the client needs are sought for in the circular buffer area preferentially and directly sent to the corresponding client, and therefore the retransmission efficiency of the lost packets is improved. When the lost packets cannot be sought in the circular buffer area, retransmission request records are established according to different clients, corresponding calculation is performed, it is guaranteed that retransmission packets are only transmitted to the clients who lose the packets, and the network load is relieved to some extent. Only a server needs to be modified, and the retransmission and recombination strategy of a front monitoring end and the clients is completely invariable.
