A piston is arranged in the hydraulic cylinder, and an oil returning electromagnetic valve and an oil outlet electromagnetic valve are connected with the hydraulic cylinder. A discharge capacity regulating valve is arranged between the oil outlet electromagnetic valve and the energy storing tank. A time relay is arranged in the PLC control system. The PLC control system connects and controls the motor, the oil outlet electromagnetic valve, the oil returning electromagnetic valve and the discharge capacity regulating valve.
