The signal emitting unit is adaptive to transmitting lighting sequence information of traffic lights in a wireless manner; the unmanned driving control device is used for acquiring the current speed of the vehicle and the driving distance between the vehicle and a parking line of the intersection where the traffic light located and judging whether the vehicle can pass the intersection or not in the current speed according to the current speed, the driving distance and the received light sequence information so as to transmit a command of remaining the vehicle speed or braking command of decreasing the speed to brake at the intersection.
