The high-density insensitive rock heavy ammonium nitrate fuel oil explosive disclosed by the invention has very excellent high density and water resistance, can be directly sunk to the bottom of water in an environment with the water or a mixture of slurry and the water, and can realize complete explosion by being immersed into the water which is 1m deep for 24h.
