The method includes the following steps that eye movement data of an on-line user when the user watches webpages are collected and preprocessed to obtain the preprocessed eye movement data; feature extraction is performed on the preprocessed eye movement data to obtain a plurality of eye movement feature parameters; the plurality of eye movement feature parameters of the on-line user are input to a preset state classifier to be compared so that a current working state of the on-line user is recognized as a searching state or a browsing state. According to the on-line user state recognition method and device based on the eye movement data, recognition is performed in allusion to two working states such as the searching state and the browsing state of the on-line user, two types of eye movement features are extracted by means of an active sensing technology, meanwhile, a classification method based on a support vector machine is applied, and the learning speed, the classification accuracy and the recognition efficiency are high.
