A first switching device receives logical signals output by an RB generation module and correction coefficients output by a heat value correction module, and outputs the logical signals and the correction coefficients to a first multiplier; the first multiplier multiplies values output by the first switching device by output of a practical coal amount module to obtain a corrected coal amount; a divider divides output of a set load module by the corrected coal amount to obtain a dynamic value, and transmits the dynamic value to a second switching device; the second switching device receives the logical signals output by the RB generation module and values output by the divider, and transmits the logical signals and the values to a second multiplier; the second multiplier multiplies output of the second switching device by output of a target load module when RB occurs and transmits the product to a third switching device; and the third switching device receives logical signals output by the RB generation module and output of a coal amount instruction module, and transmits the logical signals and the output to a fuel controller.
