A coil pulley is arranged at the lower portion of the forward and backward rotation motor and connected with a rotating shaft of the forward and backward rotation motor. Wires of control circuits are wound around the coil pulley. The recording apparatus is arranged on the coil pulley. The lower portions of the wires of the control circuits are connected with the water level probe. Two pairs of electrical connecting points are arranged on the water level probe and connected with the two control circuits. The invention further discloses a vacuum preloading underground water level measurement method. The elevation between the coil pulley and the ground is measured, the changes of the wires, namely, the changes of the height of the probe, are measured through the recording apparatus, and therefore the underground water level elevation can be indirectly obtained. The vacuum preloading underground water level measurement device is isolated from the atmosphere, it is ensured that the water level and air pressure of soil bodies in and around the water level pipe are consistent, and meanwhile the underground water level height is automatically measured so that errors can be reduced as mush as possible.
