The brushless motor open-phase detection device comprises a position detection unit, a control and driving unit and a determining unit, wherein the position detection unit is used for detecting a position of a motor rotor; the control and driving unit is used for applying a driving voltage to a one-phase coil or multiphase coils of a motor according to the position of the motor rotor; and the determining unit determines whether the one-phase coil or the multiphase coils of the motor has / have an open phase according to positions of the motor rotor before and after the application of the driving voltage. The brushless motor open-phase detection method comprises the steps of: acquiring the position of the motor rotor for the first time; applying the driving voltage according to the position of the motor rotor; acquiring position of the motor rotor for the second time; and determining whether the one-phase coil or the multiphase coils of the motor has / have an open phase according to the position of the motor rotor acquired for the second time and an expected position of the motor rotor.
