The method comprises the following steps that firstly, a frequency spectrum is pre-allocated according to available channel information in a Database (database), so that the probability for each secondary user to obtain the frequency spectrum if each secondary user participates in perception is obtained; secondly, each secondary user takes the conditions, such as pre-allocation probability and the own electric quantity, as a reference to comprehensively decide whether to participate in real-time perception, the secondary users deciding to participate in perception collaborate to carry out real-time perception, and the frequency spectrum is allocated according to a real-time perception result; and lastly, satisfaction of the secondary users in the whole network is investigated. According to the method, the precision of a perception result and the stability of the whole network are guaranteed; the perception and the allocation are comprehensively considered, namely the influence of the common spectrum sensing on the spectrum allocation is considered and the reaction of the spectrum allocation about the spectrum sensing is given, and the situation is inconsistent in the prior art and is blank in the technical field.
