The cooling device comprises a C-shaped or U-shaped jet pipe, a water inlet pipeline, a connection flange, a tee joint and a flow control and measurement part; and spray orifices are uniformly distributed in the side, facing the track, of the jet pipe. Water or other liquid coolant can serve as a cooling medium, the flow can be controlled automatically, and circulation use of liquid can be realized.
