The gain control device comprises an upper computer, the software radio station and a radio frequency testing instrument, wherein the upper computer is connected with the software radio station; the software radio station is connected with the radio frequency testing instrument; the radio frequency testing instrument is connected with the upper computer; the upper computer is used for transmitting frequency bands to be tested to the software radio station step by step, traversing all gain numerical values which can be set, and transmitting the gain numerical values to the software radio station; the software radio station is used for setting a radio frequency through the frequency bands and the gain numerical values; and the radio frequency testing instrument is used for generating a power value once the software radio station sets one frequency band and one gain numerical value. An optimal gain numerical value is obtained by a method for controlling the radio frequency testing instrument to test through the upper computer, so that the software radio station can perform gain setting in a PPC table look-up way.
