In the system, a routing information collection device first determining the network topology of a network service provider in the system; second, a flow collection device regularly collecting SDN forwarding device flow states of different manufacturers, and analyzing the flow load state of each port and link in each direction; third, according the forwarding strategy designated by a user, a strategy generation device determining a BGP (Border Gateway Protocol) scheduling strategy according to practical information; and finally realizing strategy issuing and performing network device management on the strategy. The method allows a service provider network to span the wide gap among the SDN devices of different manufacturers, realizes network flow unified scheduling and controlling, and meanwhile emancipates operation personnel from a large scale task amount of different operations on the devices of different manufacturers.
