The system comprises radio communication devices installed on vehicles, wherein radio communication devices on all vehicles driving on each one-way driving section of each divided communication area in a preset region are set to be cluster members of a cluster structure; each radio communication device comprises a message source node radio communication device and a destination node radio communication device; when the message source node radio communication device and the destination node radio communication device belong to a same communication district, the message source node radio communication device is used for forwarding a source data packet to the destination node radio communication device through the transmission of the cluster members in the cluster structure, thereby realizing the communication between the message source node radio communication device and the destination node radio communication device. The data transmission system and method effectively reduce the adverse effect of road network vehicle high-speed movement to links, decrease broken link times, and reduce a packet loss rate.
