Provided is a spectrum resource configuration method based on grouped game exchange and optimized power control in cognitive radio. The method comprises steps of: (1) while the QoS demands of PUs and SUs are guaranteed, maximizing the total net earning of the PUs, wherein the optimization problem is described as a multivariable non-convexity optimization problem; (2) according to the characteristics of a problem P1, decomposing the problem P1 into a problem (P1-bottom) and a problem (P1-top), wherein the problem (P1-bottom) solves the power distribution problem at the bottom layer and optimizes the power distribution of each user on the condition that a SUs set access to the PU k is given, and the problem (P1-top) further optimizes the selection of the access user when the solution of the problem (P1-bottom) is given; and (3) optimizing the access user set of the problem (P1-bottom) by using an access user selection and power distribution combined control method.
