The method for generating the dialogue strategy comprises the steps of: obtaining man-machine dialogue linguistic data from a voice dialogue system, and defining and extracting dialogue states and dialogue motions; making an immediate rewarding function, judging the favorable degrees of the dialogue motions to the integral dialogue task, and outputting immediate rewarding values; further, forming an input sample set of a batch of reinforced learning algorithms by combining the output immediate rewarding values with the dialogue motions and dialogue tasks; initializing accumulated rewarding values, and according to the value function of the current iteration, utilizing Behrman iteration to update the accumulated rewarding value of each sample; using the dialogue motions and the dialogue states as the input of a Gauss process and the updated accumulated rewarding values as the output, and further updating the value function; and when the iteration number reaches a preset iteration number, outputting the dialogue strategy.
