The water impounding and purifying device is arranged in the cross section direction of a riverway; an upstream side and a backwater side of the water impounding and purifying device allow water flows in the riverway to pass through; the water impounding and purifying device comprises a water impounding and purifying dam; the main body of the water impounding and purifying dam is of a hollow frame structure; the frame structure is filled with water purifying filler; two lateral sides of the frame structure are a first water flow surface and a second water flow surface; the first water flow surface comprises a first water impounding area covered with a first baffle board and a first water flowing area not covered with the first baffle board; the second water flow surface comprises a second water impounding area covered with a second baffle board and a second water flowing area not covered with the second baffle board; a waterstop bag is connected with the bottom surface of the water impounding and purifying dam; a dam body rotary shaft is connected with the water impounding and purifying dam; a driving mechanism is connected with the dam body rotary shaft; an elevator mechanism bears the water impounding and purifying dam.
