The apparatus comprises a pavement module, a vehicle speed sensing module, a vehicle sensing unit used for sensing a vehicle, a shooting module and a controller. The vehicle speed sensing module is installed in a road module. Vehicle sensing units are installed in pavements in front of and behind the vehicle speed sensing module. A vehicle speed sensing unit, the vehicle sensing units and a shooting unit are interacted with the controller through wired and wireless transmission energy modes. In the invention, detection signals detected by the vehicle sensing units in the vehicle speed sensing module are sent to the controller; the controller can determine whether a vehicle speed accords with a requirement according to the acquired detection signals; and whether the vehicle speed accords with the requirement can be determined without through a calculating processing process. A whole determination mechanism is fast, simple and direct, cost is low and reliability is high.
