Embodiments of the present invention relate to a method for selecting a modulation and coding scheme and a base station. The method comprises: acquiring an average signal to interference plus noise ratio (SINR) value and an average SINR difference value of a user equipment (UE) in a statistics period, wherein the statistics period comprises N transmission time intervals (TTIs) before a current TTI, and N>1; determining a target initial block error rate (IBLER) value of the UE according to the average SINR value and the average SINR difference value; acquiring a measured IBLER value of the UE at the current TTI; adjusting a filtered SINR value of the UE according to the measured IBLER value and the target IBLER value, so as to acquire a final SINR value of the UE; and selecting a modulation and coding scheme (MCS) for the UE according to the final SINR value. In view of the above, in the embodiments of the present invention, the target IBLER value determined in the foregoing manner can reflect the actual channel quality fluctuations, and the MCS selected according to the method can improve the spectral efficiency of the UE and thus increase the throughput rate of the UE.
