The method comprises the following steps: the priority of all to-be-measured frequency points in a current measurement period is acquired; when a to-be-measured frequency point is a high-priority frequency point and no cell is found at the to-be-measured frequency point, if the number of measurement periods in which cell synchronization fails at the to-be-measured frequency point is greater than a preset value, the priority of the to-be-measured frequency point is decreased, and a punishment identifier corresponding to the to-be-measured frequency point is set; when a to-be-measured frequency point is a low-priority frequency point and no cell is found at the to-be-measured frequency point, if the to-be-measured frequency point has a punishment identifier and the duration from previous priority reducing operation to the current time reaches a preset length, the priority of the to-be-measured frequency point is increased; and measurement gaps are allocated for all the to-be-measured frequency points according to the adjusted priority of the to-be-measured frequency points, and frequency point measurement operation is performed. By using the method and the device, a cell with good signal quality can be found quickly.
