In the application, the second communication device can identify whether the coverage of the current cell is limited or the detection complexity is limited according to parameters such as the radius of the cell, so that the transmission waveform can be pertinently selected for the cell, and the balance between the downlink coverage of the downlink synchronization signal detected by the first communication device and the low detection complexity performance is ensured at the same time.
