The invention provides an Internet of Things based intelligent liquid sampler system and a liquid sampling method. The system comprises a plurality of intelligent liquid samplers, a plurality of moveable chip cards and a regional authorization configuration device, wherein the intelligent liquid samplers are used for driving and extruding a liquid draining nozzle of a disinfectant container; each of the moveable chip cards has a unique code data; the code data is read by the intelligent liquid samplers once the moveable chip cards enter into the card communication scope of the intelligent liquid samplers; if the intelligent liquid samplers receive the code signal and drive and extrude the liquid draining nozzle of the disinfectant container, a liquid sampled signal is generated; if the intelligent liquid samplers receive the code signal but does not drive and extrude the liquid draining nozzle of the disinfectant container, a liquid unsampled signal is generated; the liquid sampled signal and the liquid unsampled signal are sent to the corresponding moveable chip cards by the intelligent liquid samplers; the regional authorization configuration device is used for configuring a preset duration and sending the preset duration into the moveable chip cards; when the liquid unsampled signal is received by the moveable chip cards and the time exceeds the preset duration, the moveable chip cards can generate a warning signal and perform on-chip warning; when the liquid sampled signal is received, the moveable chip cards can eliminate the warning signal.
