The device comprises a solution cylinder with a top cover, as well as a high-pressure reactor with a liquid-phase sampling valve and a gaseous-phase sampling valve, wherein the gaseous-phase sampling valve is connected to a gas storage cylinder for storing inert gas; an oxygen dissolving probe, a stirring blade controlled by a stirrer and a gas inlet pipe which is connected with the gas storage cylinder for storing inert gas are arranged in the solution cylinder; the oxygen dissolving probe and the stirrer are connected into the controller; the bottom of the solution cylinder is connected with the liquid-phase sampling valve through a three-way valve; a pressure-limiting valve, a safety valve, a liquid inlet valve and an exhaust valve are arranged on the outer surface of the top cover and are communicated with the inside of the solution cylinder; the top of the liquid inlet valve is higher than that of the exhaust valve; and a gas inlet valve is arranged on the gas inlet pipeline.
