The double-pair double-difference seismic locating method includes extracting arrival time difference data of observed seismic event pairs and station pairs and further extracting observed double-pair arrival time difference data; computing double-difference of various seismic event pairs, double-difference of various station pairs and double-pair double-difference from the seismic event pairs to the station pairs. The double-pair double-difference seismic locating method and the double-pair double-difference seismic locating device have the advantages that influence of seismic original moments can be eliminated by the double-pair double-difference, station correction items can be omitted, influence of speed models outside and inside source regions can be eliminated, high-precision relative locations can be obtained, and high-precision absolute locations can be obtained by the aid of double-difference of the station pairs; inversion systems can be built according to linear relations between the double-difference of the station pairs and seismic locations and linear relations between the double-pair double-difference and the seismic locations, the locations of various seismic events can be inverted in hierarchical weighting modes, and accordingly high-precision seismic absolute locations and inter-seismic relative locations can be obtained.
