The method comprises the following steps: acquiring seismic data of a to-be-measured work area; performing encryption sampling on the seismic data, performing correlation analysis on an area determined by each sampling point in the encrypted seismic data and seismic response data of each sampling point in the encrypted seismic data, and selecting a time-window central point corresponding to an analysis result which meets a preset requirement from a plurality of correlation analysis results to serve as an offset sample point corresponding to a speed to-be-measured sample point; and determining the root mean square speed of the speed to-be-measured sample point. In the embodiment of the invention, the existing seismic data is subjected to encryption sampling, correlation analysis is conducted on the speed to-be-measured sample point after encryption sampling and the surrounding seismic data, the root mean square speed of the encrypted sample point is determined according to the analysis results, and the to-be-measured sample points are increased by a method for performing encryption sampling on the seismic data, so that the aim of subtly reflecting the change characteristic of seismic speed can be fulfilled.
