All picks on the coal cutter roller are the hydraulic impacting picks which are controlled by the hydraulic control system to achieve impact or retracting, the hydraulic impacting picks on the whole roller are made to sequentially and alternately impact coal rock, the hydraulic impacting picks can quickly make impact holes of certain depths in a pre-contact area before cutting of the surface of a coal seam, and thus a local unloading area is formed and the purpose of overall coal rock unloading is achieved.
