The permanent magnet and the electromagnetic driving portion are correspondingly arranged. A first oil channel and a second oil channel are formed in the two ends of the plunger, and a third oil channel set and a fourth oil channel set are formed in the two ends of the hydraulic cylinder. The electromagnetic driving portion drives the plunger to conduct reciprocating movement in the hydraulic cylinder so that hydraulic oil can enter an energy accumulator which is connected with the electromagnetic plunger pump, and high-pressure oil can be formed; and when the plunger works to enable the first oil channel and the third oil channel set to be communicated or enable the second oil channel and the fourth oil channel set to be communicated, the high-pressure oil in the energy accumulator is released, and therefore external cutting picks can generate impact movement.
