The system comprises: a power supply; a vehicle protection circuit at least comprising a first branch, wherein the first branch is provided with a first vehicle circuit protection element; a cooling fan voltage regulation circuit at least comprising a ballast resistor circuit, whereinthe ballast resistor circuit is provided with a ballast resistor, and the ballast resistor circuit is correspondingly connected with the first branch; a cooling fan motor; and a thermal protection circuit having one end being connected with the ballast resistor circuit at a position of the front end of the ballast resistor and the other end being earthed, wherein the thermal protection circuit isprovided with a thermal protection element.
