The system comprises a photoelectric tracking system, a control computer and awater cannon servo control system, wherein the photoelectric tracking system comprises an infrared and visible light camera and a laser range finder that are used for obtaining binary channel image information and distance information of offshore ship objects, the control computer comprises an object detection and identification module and a firing data calculation module, the object detection andidentification module is used for using object color characteristics of a visible light image and object contour characteristics of an infrared image to detect and identify the objects, the firing data calculation module is used for subjecting the offshore ship objects to object modeling operation, a hitting equation is solved, firing data is calculated, and the water cannon servo control systemis used for controlling water cannons to point to the objects according to the firing data.
