The method comprises the steps of counting the switching frequency of aterminal between adjacent administrative regions; determining an administrative region belonging to the MME pool according to the switching frequency and based on a preset division rule; and forming the MME pool by all MMEs in the administrative region belonging to the MME pool. According to the invention, by adopting the method and the device for determining the MME pool, the user mobility is determined on the basis of the counted cross-regional switching frequency. Meanwhile, a regional boundary with smaller user mobility is taken as the boundary of the MME pool division. Moreover, the division result of the MME pool is adjusted based on the volume of service, so that the number of users and the number of base stations in the MME pool are balanced. The TAU process caused by the handoverof the MME pool can be effectively reduced. The impact of the TAU process signaling message on a core network is reduced.
