The measurement method includes acquiring temperature step response curves of blackbody cavities and building mathematical models of the blackbody cavities; simulating and optimizing parameters of the PI controllers by the aid of simulation software; regulating electric power of the blackbody cavities by the aid of the PI controllers at radiation observation stages until cavity temperatures return heat balance states by means of regulation soas to obtain first balance temperatures and compensation electric power; regulating the electric power of the blackbody cavities by the aid of the PI controller at electric calibration stages until the cavity temperatures return the heat balance states by means of regulation so as to obtain second balance temperatures and calibration electric power.
