The method comprises the following steps: acquiring call information of all users at the current time slot, therebyobtaining a direct-connected link quality corresponding to each user and a transit link quality; and then configuring a call link of the user with transit link quality not higher than the corresponding direct-connected link quality in the next time slot as the direct-connected link when the transit link quality of at least one user is not higher than the corresponding direct-connected link quality; when the transit link quality of at least one user is higher than the corresponding direct-connected link quality, configuring the call link of the user with the transit link quality higher than the corresponding direct-connected link quality in the next time slot according to the system bandwidth and call information in the current time slot, thereby solving the problem that the development demand of the large-scale VVoIP technology cannot be satisfied by poor-decision easily caused by single decision way in the prior art.
