The method comprises the steps of firstly, introducing a charging station static planning method which does not consider an electric vehicle holding amount, and adopting a self-adaptive particle swarm algorithm, thereby obtaining a planning scheme of Nmax charging stations underthe situation of the high electric vehicle holding amount; and then, in an initial stage of dynamic planning, taking the Nmax charging stations as candidate stations, selectively building new charging stations to meet the charging demands of users and minimize the investment cost of the charging stations, and along with the increase of the electric vehicle holding amount and the charging demands,according to a certain period, and expanding the existing charging stations or selectively building the new charging stations in the remaining candidate stations on the basis of the existing chargingstations. Research results show that the method can meet the charging requirements at different moments along with the change of the electric vehicle holding amount.
