The method comprises the steps of collecting relevant information, whichis received by a help calling information terminal, of an emergency and severe disease patient having a help calling appeal; establishing a corresponding information data table according to the relevant information, and making a preliminary judgment on the condition of the emergency and severe disease patient; matching the beast medical resources according to a preliminary judgment result, establishing a best matching resource data table, indicating and dispatching emergency resources specified in the best matching resource data table to reach the first scene of the emergency and severe disease rescue according to the real-time road condition, and obtaining first aid information through on-site inspection and rescue; and updating hospital resources specified in the best matching resource data table according to the first aid information and further judgment for the condition, calculating an optimal path according to the real-time road condition, and indicating to transfer the emergencyand revere disease to a target hospital.
