The method includes: determining supplementary system control information that thetarget user equipment communicates in an unlicensed frequency band, wherein the supplementary system control information is used to notify the target user equipment of configuration information of the supplementary bandwidth segment SBWP allocated on the unlicensed frequency band; sending the supplementary system control information to the target user equipment by the primary bandwidth segment BWP, wherein the primary BWP is a bandwidth segment BWP allocated for the target user equipment by the base station in the licensed frequency band; scheduling the target user equipment for information transmission in the primary BWP and the SBWP.
