The size of the filling frame is set so that the filling frame can be arranged inside the intermediate bulk container and is provided with a bottom frame and a side frame connected with the bottom frame. The bottom frame is provided with a mounting opening; and the outer contour of the side frame conforms to the inner circumference contour defined by the inner side of the side boards of the intermediate bulk container. The lining bag is sealed and welded by an upper sheet and a lower sheet and is provided with a filling opening, and the filling opening is installed on the mounting opening. The lining bag can surround the outer side of the filling frame to be folded.
