The apparatus comprises a reactor with an outer water jacket, a gas supply unit, amist supply unit which supplies an ionic polymerization inhibitor and water mist to the reactor, a temperature control unit, a hydrate filtration and collection unit connected with the reactor and the mist supply unit, and a data acquisition and processing unit for acquiring and recording temperature and pressure of the rector. The mist supply unit includes a solution tank to hold an ionic surfactant solution, a solution tank valve, a solution pump, a solution incoming valve, a direct-current power source, an atomizing chamber and a loop wire tube; inclined filter plates in multiple tiers andhaving different porosity levels are arranged in the hydrate filtration and collection unit; efficient solid-liquid separation is achieved in bouncing and particle size modes.
